2010年に発生した韓国最大の５兆ウォン（約5000億円）を超える巨額詐欺事件。
被害者は数万人にものぼると言われたが、犯人のノ・サンチョン（ホ・ソンテ）は逃走中の中国で交通事故に遭い死亡とされた。騙し取られた金は大勢の被害者の元へ戻ることはなく、被疑者死亡により幕は閉じたのだった…。
あれから月日は流れ、現在の2023年。
警察にある一本の電話がかかってくるが「ノ・サンチョンに殺される」と言い残し、切れてしまう。懲戒処分を解かれた刑事ク・ドハン（チャン・グンソク）が殺人現場に駆け付け捜査を開始する。現場で写真を撮る怪しい男イ・ビョンジュン（イ・スンジュン）が逃走しドハンらが逮捕する。
ビョンジュンは死亡した詐欺師”ノ・サンチョン事件”の被害者だと語る。そこへビョンジュンの弁護士だと名乗るチョン・ナヨン（イ・エリア）が現れビョンジュンと面会。
しかし彼女が弁護士ではないと気づいたドハンは問い詰めると、オンライン記者であると明かす。ドハンは発生した連続殺人事件の真相を追うにつれ、ノ・サンチョンは本当に死んだのかという謎が深まっていく…。
