昔は、軍としても活動していましたが、李氏朝鮮王朝の時代になると、軍の活動はなくなり、取り調べを主にする部署に変わりました。
刑曹、漢城府とともに三法司としている。

この部署は先ほども少し触れましたが罪人の中でも特に大罪を犯した者を取り調べる部署になります。
