李氏朝鮮時代で王命（王様の命令）が下されたときに取り調べを行う部署になります。
主に大逆罪の罪、大罪人を取り調べます。（たとえば謀反を起こした重罪人など）
昔は、軍としても活動していましたが、李氏朝鮮王朝の時代になると、軍の活動はなくなり、取り調べを主にする部署に変わりました。
刑曹、漢城府とともに三法司としている。

この部署は先ほども少し触れましたが罪人の中でも特に大罪を犯した者を取り調べる部署になります。
