犯人逮捕ならどんな手でも使う悪い刑事ウ・テソク。
そんな彼の前に13年前に取り逃がした殺人事件を犯した犯人チャン・ヒョンミンが検事となって現れる。
いまでもまだ人を殺すことがやめられないヒョンミンは猟奇殺人鬼となって殺人を繰り返す。
そんな殺人鬼は、テソクの周りの人間にまで手をかけることに・・
同僚の家族がその魔の手の犠牲者になってしまう。
テソクは犯人を追い詰めるも、もみ合いの結果転落し意識不明となってしまう。
そんなときに新たな事件が発生。
テソクは、被害者の娘である新聞記者のウン・ソンジェを犯人だと疑惑の目を向ける。
彼女は13年前の事件の目撃者の1人で、もう一人の目撃者であるテソクの妹を守るために妹の代わりに犯人からのターゲットをそちらに仕向けるように仕掛けた少女だった。
しかし、ソンジェは記憶を失っているとテソクに告げテソクの周りをうろつくように・・・
彼女の目的は復讐？それとも・・・？
