主に大逆罪の罪、大罪人を取り調べます。（たとえば謀反を起こした重罪人など）
昔は、軍としても活動していましたが、李氏朝鮮王朝の時代になると、軍の活動はなくなり、取り調べを主にする部署に変わりました。
刑曹、漢城府とともに三法司としている。
どんな部署？
この部署は先ほども少し触れましたが罪人の中でも特に大罪を犯した者を取り調べる部署になります。

- 儒教の教えを乱したとき
- 王に対して謀反などをおこしたとき
- 両班（ヤンバン）官僚が罪を犯したとき
- 外国官僚が罪を犯したとき
