1598年、激しい嵐で海岸に打ち上げられてしまった美しい人魚セファ
その姿を近隣に住む住民に見つかり、さらに、この地の権力者であるヤンにつかまってしまう・・
ヤンは新しく赴任してきた県令のキム・タムリョンに取り入るために、人魚を披露する。
だが、タムリョンはそんな人魚が哀れに想い、ヤンの今までの不正行為を見逃す代わりに逃がしてやれと命じる
時は流れ・・
現代のソウルに住むタムリョンはホ・ジュンジェという稀代の詐欺師に生まれ変わり、詐欺仲間のナムドゥとテオと共に詐欺を働いていて生活していた。
ある日、スペインに滞在していたジュンジェは、ホテルの部屋で見知らぬ女性を発見。
初めて陸に上がってきた人魚であった
驚いたジュンジェは、彼女を不審者と思い警察に引き渡すが彼女が腕にしていたヒスイのブレスレットが高級品だと思い、警察署から彼女を助け出す
ヒスイのブレスレットを手に入れるも、彼女の純粋さにほっとけずとりあえず、自分の宿に彼女を泊めてあげることに・・
だが、ジュンジェにお金を奪われた韓国の権力者がスペインに送り込んだ男たちに追いかけられてしまい一緒に逃げ回ることに・・
彼女も初めは言葉を離せなかったがドラマや映画をみることで人間の言葉をおぼえていく
そして、そんな彼女にジュンジェはシムチョンと名前を付けてあげる
ジュンジェは、次第に彼女に心を開いていく・・
